transfer from vicidial to another phone breakes 3rd transfer

the 3rd party would be able to transfer the call if you did a blind transfer. If you do a 3way and then leave the 3 way call then the call goes into a conference and nothing can be transferred from there. This is just a limitation of how Asterisk works. There is no way to send a caller to a 2way call without interruption from within a 3way call.

Would this not allow us to dial 0 from the call, and invite the 3rd party to the call, and then leave.

or invite the park extension?

That's not exactly a release-tested solution and it would not work with VICIDIAL anyway because VICIDIAL uses a Meetme for calls.
