Trying to record message for Auto-Dial Campaign

Trying to setup an Auto-Dial Campaign going through the tutorial and trying to record a message by dialing 8168. When I dial this number the call hangs up and I don't get any voice prompts. Can someone help me setup an Auto-Dial Campaign?
