Dialing too many lines

My autodial campaign is running like it should now. Only problem is, we have 8 phone lines, and it is trying to dial out on more than 8. When it does, I get this:

[Jul 1 16:15:35] WARNING[12720]: app_dial.c:1183 dial_exec_full: Unable to create channel of type 'Zap' (cause 34 - Circuit/channel congestion)

I've noticed that when I have 1 agent waiting, it is dialing 2 calls. Should only be 1.

Campaign is set up as Dial Method: Ratio, Auto Dial Level 1. Remote agent is set up with 8 lines. Is there somewhere else I need to configure this? I can't find anywhere that I tell Vicidial how many phone lines I actually have.

What is your servers max vicidial trunks set to?

Where do you set that? I thought it would be in astguiclient.conf, but I don't see it there.
