NEW Lead that has been dialed 1x

Can anyone tell me why it is that in the DB there are leads that have the status of NEW but looked to have been dialed once by VDAD? Nowhere in the manual! Please if someone could explain what this means.

These are leads that never got sent to be dialed. The system attempted to send them as a dial but either they are impossible numbers(look for a prefix beginning with 0 or 1) or there was carrier congestion and the call never formed.
