No leads in the hopper until 10:00 AM

I have my campaigns set as 24 hour calling, but the hopper will not fill with leads until after 10:00 AM each day. Can someone tell me what maybe causing this issue?

I've seen this problem many times, There can be two things happening here:

1. Your timezone is not properly setup in your server. (check also the settings in php.ini)
2. You have not ran the script ADMIN_area_code_populate.pl, so your leads are not assigned correctly to your timezone settings. So it will start calls randomly, In my case this happened at 3AM.
