Vicidial Outbound survey PU PM status problem

i have tried different version of vicidial , when i just installed vicidial from scratch everything works good , but after some about 100 k numbers generated for survey dhe vicidial cross in another step that change the PM status with PU status . for example : first use after installation :
AA Answering Machine Auto 3296 3296
ADC Disconnected Number Auto 1438 1438
B Busy 2270 2270
CALLBK Call Back 3 3
NA No Answer AutoDial 10425 10425
NI Not Interested 1 1
PM Played Message 3535 3535
SALE Sale Made 3 3
SVYEXT Survey sent to Extension 1 1
TOTAL 20972 20972

after used vicidial one day for survey the problem is :

my problem is why now i have 3444 PU and not PM . this way burn my money and dont give me the result that i wait . i have X3 cost of my voip ? anyone help me ? Thank you

Hypothesis: The telephone companies and people you have already called once have learned your methods (and caller id) and now you have reduced response. Change your caller ID. Get new leads.
