Filtering leads by States for specific campaigns

I am completely new to Vicidial. I need to build an interface where for specific campaigns, the admin can filter out leads by selected states (for example, pick only the leads in California and Ohio).
1. Does Vicidial have a filter-by-state feature already built-in?
2. If not, where should I add the filtering logic in code.. is it in AST_VDhopper.pl script ?
