How can I use vicidial to set up outbound campaigns to play a voice file to the client instead of moving to an agent

You can do that by reading the full version of the Manager's manual.

AKA: Survey.
In Campaign->Detail
Click on the ? next to "Campaign VDAD exten" and look for 8366.
Also, in Detail, look at the top menu for "Survey".
BTW: If you don't read the manager's manual, you will likely spend the rest of your life trying to make this work. But it is fun.
