I have problem with my vicidial config, anybody incounter this logs??

That does not look like a VICIDIAL config issue.

What is the loadavg of the server?

How many concurrent IAX channels do you have?

what codec are you using?

I have 21 agents calling, the load of my server is only load average: 22.00, 19.02, 11.00

Your server loadavg is WAY too high, that is causing the problems.

100% CPU on a single processor system is 1.00

My Voip Provider give me this config to cennect to there sip server, what would be the config in extensions.con ang sip.conf

Please use the ff:

Access Code: 65441 + US number
Codec: G711u
Gateway: 202.xxx.xxx.xxx

ex. 65441 + 2134304233
